A: 가능해요.

A: 안 돼요.

A: 안 돼요.

Early-Stage Startup Package (초기창업패키지) 2027 Guide: What Changed in 2025–2026 and How to Prepare Now

Korea’s 창업진흥원 (Korea Startup Agency) runs one of the most consequential grants available to early-stage founders: the 초기창업패키지, or Early-Stage Startup Package. In 2026, ₩55.85 billion went to 614 companies. The 2025 round distributed roughly ₩45.5 billion to around 430 teams. These aren’t symbolic awards. They’re non-repayable grants of up to ₩100 million per company — ₩150 million if you’re in deep tech.

The 2027 call is expected to open in December 2026 or January 2027. That means the window to prepare is right now.

This guide is for founders who want to be ready — not scrambling three weeks after the announcement drops.

    What This Program Actually Is

The 초기창업패키지 is 중소벤처기업부’s (Ministry of SMEs and Startups) flagship commercialization grant for companies within three years of founding. It’s not a competition for the flashiest pitch deck. It funds real operations: prototype development, marketing, IP filings, hiring.

The structure matters. You don’t just receive money from 창업진흥원 directly. You’re matched with a 주관기관 — a host institution, typically a university startup center, private accelerator, or 창조경제혁신센터 (CCEI, Creative Economy Innovation Center) — that delivers mentoring, investor introductions, and a sector-specific support program alongside your grant.

(Pre-Startup Package) is for validating your idea, 초기창업패키지 is for companies that have already launched and need fuel to reach market traction. The program expects you to be operating, not theorizing.

2025–2026 Program Data: What the Numbers Tell You

    The trend line is clear.

2025 2026 Total Budget ~₩45.5B ₩55.85B Companies Selected ~430 ~614 General Track Limit Up to ₩100M (avg. ₩70M) Up to ₩100M (avg. ₩50–70M) Deep Tech Limit ₩100M ₩150M Announcement Date Feb 18 (General) / Jul 14 (Deep Tech) Jan 6 (Deep Tech) / Jan 23 (General) Application Deadline Mar 11 (General) / Aug 4 (Deep Tech) Jan 27 (Deep Tech) / Feb 13 (General)

Three things stand out from this data.

First, the budget grew by over ₩10 billion in a single year. The government isn’t quietly maintaining this program — it’s actively scaling it. The number of selected companies jumped by nearly 43%. That matters for your odds.

Second, the timeline shifted significantly earlier. In 2025, the general track opened in late February. In 2026, it opened January 23. The deep tech track moved from July all the way to early January. If you’re waiting for the announcement to start preparing, you’re already behind.

Third, deep tech is now a distinct, better-funded category. The ₩150M ceiling for deep tech isn’t cosmetic. It signals that AI, biotech, quantum, advanced materials, and aerospace startups are being evaluated on a different track — with higher expectations and higher rewards. The 2026 deep tech track also opened and closed before the general track even launched. In 2027, expect that pattern to repeat.

2027 Expected Timeline — Mark These Dates Now

Based on 창업진흥원’s published forward guidance and the 2025–2026 pattern:

  • Deep tech track announcement: Late December 2026 – early January 2027
  • General track announcement: Mid-to-late January 2027
  • Application deadlines: Late January – mid-February 2027
  • Document review results: March 2027
  • Presentation evaluations and final selections: March–April 2027
  • Grant agreements and first disbursements: April–May 2027
  • The critical constraint: the window from announcement to deadline is typically three to four weeks. The 2026 general track gave applicants exactly 21 days. The deep tech track was even tighter. If your business plan isn’t largely drafted before the call opens, you will feel it in the quality of what you submit.

    Eligibility: Are You Actually Qualified?

The core requirement is straightforward. Your business must have been registered — as an individual business (개인사업자) or incorporated company (법인) — within three years of the announcement date. For a January 2027 announcement, that means a founding date of January 2024 or later.

Check your registration date right now. If you incorporated in early 2024, you may be cutting it very close. A founding date of January 15, 2024 and an announcement date of January 14, 2027 would make you eligible. One day later, and you’re out. This is not the kind of thing to discover in January.

There is no revenue cap or industry restriction for the general track. The deep tech track is limited to AI, biotech, quantum computing, space/aerospace, and advanced materials sectors.

You are automatically disqualified if you have unpaid national or local taxes, outstanding financial defaults, or if your business plan is flagged for excessive similarity to a previously submitted document. That last point catches more applicants than you’d expect. If you submitted a plan to 예비창업패키지, a regional startup program, or any private competition, do not reuse it. 창업진흥원 runs similarity checks.

    What You Actually Receive

The grant is a subsidy — not a loan, not an equity stake. You keep it.

Your company must contribute at least 30% of the total project budget. At minimum 10% must be cash; up to 20% can be covered as in-kind contributions (equipment, office space, staff salaries already on payroll). So if you plan a ₩100M project budget, you’re putting in at least ₩10M cash, the government covers up to ₩70M, and the remaining ₩20M can come from in-kind resources your company already has.

Eligible spending categories include prototype and product development costs, marketing and promotional expenses, IP applications and registration fees, new employee wages (for hires made during the grant period), and external consulting or development contracts.

Not eligible: real estate purchases, loan repayments, taxes, or the founder’s own salary. On that last point — many first-time grant recipients get tripped up. You cannot pay yourself from the grant budget.

Beyond the cash, take the 주관기관 relationship seriously. The mentoring, investor introduction programs, and industry networks they provide have meaningful downstream value. Some 초기창업패키지 alumni have raised Series A rounds through connections made via their host institution. When you’re deciding where to apply, research the host organization’s track record, not just the application process.

    How Selection Actually Works

The evaluation runs in two to three stages: document review, followed by a deep-dive interview, then a formal presentation evaluation.

The document review eliminates most applicants. The most common failure mode isn’t a bad idea — it’s a vague market analysis. Reviewers have seen thousands of business plans that open with “the global market for X is worth $Y trillion.” That number tells them nothing useful. What they want to see is specific: who your actual customers are, what they currently spend on the problem you solve, and what evidence you have that they’ll switch to you. Customer interview data, pilot test results, or even a handful of paid contracts will differentiate your application immediately.

The interview phase focuses on the founder and the business item directly. It’s a diagnostic, not a sales pitch. Be prepared to answer questions about your business model, unit economics, and team without referring to slides.

The presentation evaluation is where well-documented companies sometimes stumble. Two failure patterns come up repeatedly. First, founders who can’t answer numbers questions in real time — revenue targets, cost structure, market sizing logic — without hesitating or giving inconsistent answers. Second, solo founders presenting without any team members present. Walking into a panel with a co-founder or key team member who can speak to technical or operational specifics reads as fundamentally more credible. One-person companies are not disqualified, but the optics are harder to manage.

Companies that get selected share a common profile. They have some initial revenue — even modest amounts. They have two or more team members. Their business plan has more “we tested this and found” language than “we plan to do.” And they’ve clearly thought about which 주관기관 fits their sector, often explicitly referencing that fit in the application.

Deep Tech Track: A Separate Strategy

If your company operates in AI, biotech, advanced materials, quantum, or aerospace, the deep tech track deserves its own strategic consideration. The ₩150M ceiling is 50% higher than the general track, and the applicant pool is categorically different — smaller and more technically specialized.

The evaluation bar is also higher. Technical credibility is assessed rigorously. Patents, test certifications, academic publications, and working prototypes are not optional extras for deep tech applicants — they’re baseline expectations. If you’re in a qualifying sector but don’t yet have any IP or technical documentation, the 2027 general track may be the more realistic target, with a deep tech application positioned for 2028.

One strategic note: the deep tech track has been opening two to three weeks before the general track. If you’re applying to deep tech, your preparation timeline needs to start even earlier.

The 초기창업패키지 announcement tends to drop without much fanfare — the 2026 deep tech call opened on January 6 and closed on January 27. Three weeks. If you’re not watching for it, you miss it. kbizsupport.blog covers new announcements from 창업진흥원 as soon as they’re published, so this is a reliable place to track the 2027 call when it opens. The full 2027 application guide, including the official forms and any changes to eligibility or scoring criteria, will be updated here once the official announcement is confirmed. Check back in December 2026 — that’s realistically when the first notices will appear.

While you’re preparing for 초기창업패키지, two adjacent programs are worth your time. If you’re a pre-revenue or very early-stage company that doesn’t yet meet the “operating business” bar this program expects, look at 예비창업패키지 (Pre-Startup Package) — also run by 창업진흥원, with a 2026 budget of around ₩60 billion and a focus on founders still in the validation phase. If you’re in deep tech and scaling past Series A, the TIPS (Tech Incubator Program for Startup) program connects you with private lead investors and adds government matching — a different structure entirely, but complementary if your trajectory is heading there.

If you have questions about whether your business qualifies, how to position your application, or which track makes more sense for your situation, drop a comment below. Eligibility questions especially — the three-year rule has more nuance than it looks on paper, and it’s worth getting right before you invest time in the application.
